Senior Director, Global Government Relations, Visa
Carl Holshouser is Senior Director of Global Government Relations at Visa, handling a broad range of technology policy issues, including data security, privacy and cyber security. Carl joined Visa in 2013.
Prior to joining Visa, Carl led all Washington, D.C. efforts for RCC Consultants, a global telecommunications, technology, and engineering consulting firm.
Prior to RCC, Carl worked for Textron Systems, a global defense and technology company, where he handled data and cyber security among other technology policy issues. While at Textron, he led business development efforts for the company’s data analysis software and cyber business opportunities with the government, as well as its advocacy efforts on Capitol Hill.
From 2007 until 2011, Carl was a Principal at Capitol Partners, Inc., a Washington, DC based government affairs firm. He handled budget, appropriations, defense, and commerce issues on behalf of the firm’s clients. Carl also served as a Capitol Hill staff member in the offices of Senator Kay Bailey Hutchison (TX) and Representative Lamar Smith (TX-San Antonio).
Carl is a native of San Antonio, Texas, and graduated from the University of Texas at Austin with a Bachelor of Arts, where he majored in Government and Communications. Carl held Liberal Arts Honors and graduated with high University Honors.
